A developer wants to tear down an office building in San Mateo’s Hillsdale area and replace it with an 80-unit apartment complex.

SM Flores LLC filed an application under California’s Housing Crisis Act, known as SB 330, to redevelop 2555 Flores St., according to the city’s project page. The seven-story building would replace an existing office complex on the 0.55-acre site overlooking West 25th Avenue, according to SF YIMBY.

The project would include eight apartments reserved for very low-income households. Kapo Yeung is listed as the applicant for SM Flores LLC.

Apartments would occupy the third through seventh floors. The first two floors would contain an above-grade garage with 83 parking spaces. The city lists a first plan submission dated July 2 and a second dated Oct. 6.

The application is listed among the city’s planning applications under review.

The project has changed since its preliminary application earlier in 2026, which proposed 83 apartments, including nine affordable units. The formal application reduced those counts to 80 apartments and eight affordable units.

The preliminary application described one-, two- and three-bedroom apartments surrounding a courtyard above the garage. Proposed amenities included a community room, rooftop deck, outdoor game area and bicycle parking.

The developer proposes using the state density bonus to increase residential capacity by 50% above base zoning, SF YIMBY reported in July. That request included seven waivers and two concessions involving parking dimensions, floor count, setbacks and landscaping, among other requirements.

A qualifying, complete SB 330 preliminary application generally preserves applicable development standards and fees while the developer prepares a full application, subject to legal requirements and exceptions, according to state housing guidance.

The city held a neighborhood meeting about the project on May 5, 2026.

The development would be subject to impact fees, including those for parks, schools, transportation and child care, according to the city. Associate Planner Simin Zakavand is the assigned city contact. The project page does not list a Planning Commission hearing date.
